Bot ownership is tied to your Telegram account, not your @handle.
Ownership is tied to your Telegram account on your first contact with the bot. Changing your @handle does not affect it.
Moving a bot to a different Telegram account is permanent: Dashboard → Profile → Advanced Bot Settings → Transfer Bot Ownership.
